Five years have passed since the Magic Wars changed the universal order. A technological and economic collapse has spread across the United Planets, bringing about misery and disaster all over. The Legion of Super-Heroes has disbanded while under the leadership of Polar Boy. Sun Boy is now in public service and has become a frivolous liaison of EarthGov. Chameleon Boy, now in charge of R.J. Brande's fortune has decided it is time to get the band back together, and seeks to reunite with his old friends.

Cosmic Boy and Night Girl, are soon-to-be parents living on his home planet of Braal, which is in shambles, and being forcefully occupied by Imsk. Shrinking Violet has been dishonorable discharged from her position as field commander of the Imsk Occupational Army, and is on her way to the Ranzz twins homeworld of Winath.

Chameleon Boy makes it to Braal, and is able to recruit Cosmic Boy, who is now powerless and suffering PTSD after being part of the war against Imsk. His wife Night Girl and childhood friend Loomis will resettle on Kathoon while the Legion re-forms.
