Phantom Girl, who was soon to marry Jo Nah, has been declared dead after a transportation incident between Bgtzl and Earth, although her body was never found. Upon her beloved Tinya's death, Ultra Boy returned to his home planet, Rimbor, where he became a smuggler, interfering with the business operations of some dangerous people. One of his partners in crime is Kono, a skillful and resourceful girl from Sklar who loves looking for trouble.

Night Girl and Loomis have left Braal, and are on their way to Kathoon, where they will be safe until the Legion is re-formed. Sun Boy is being seduced and influenced by Circe, a shifty Science Police commander who is trying to find dirt on liaison officer and Legion ally Shvaughn Erin.

The Khunds send a couple of mercenaries to kill Kono and Ultra Boy, and although they do not succeed, they have manage to cause much destruction and death in the process. While this is happening, the Dominators have made contact with Roxxas, a long-forgotten Legion villain, and offer him the opportunity to seek revenge on his old enemies.

Five years have passed since the Magic Wars changed the universal order. A technological and economic collapse has spread across the United Planets, bringing about misery and disaster all over. The Legion of Super-Heroes has disbanded while under the leadership of Polar BoySun Boy is now in public service and has become a frivolous liaison of EarthGov. Chameleon Boy, now in charge of R.J. Brande's fortune has decided it is time to get the band back together, and seeks to reunite with his old friends.

Cosmic Boy and Night Girl, are soon-to-be parents living on his home planet of Braal, which is in shambles, and being forcefully occupied by Imsk. Shrinking Violet has been dishonorable discharged from her position as field commander of the Imsk Occupational Army, and is on her way to the Ranzz twins homeworld of Winath.

Chameleon Boy makes it to Braal, and is able to recruit Cosmic Boy, who is now powerless and suffering PTSD after being part of the war against Imsk. His wife Night Girl and childhood friend Loomis will resettle on Kathoon while the Legion re-forms.

Batman readers were allowed to vote on the outcome of the story and they decided that Robin should die! As the second person to assume the role of Batman's sidekick, Jason Todd had a completely different personality than the original Robin.

Rash and prone to ignore Batman's instructions, Jason was always quick to act without regard to consequences. In this fatal instance, Robin ignores his mentor's warnings when he attempts to take on the Joker by himself and pays the ultimate price. Driven by anger with Superman by his side, Batman seeks his vengeance as he looks to end the Joker's threat forever.
